Helsinki Watch also calls upon the UN Security Council to enforce the prohibition of "grave breaches" of the Geneva Convention by establishing an international tribunal at the highest level to investigate, prosecute, adjudicate and punish those on all sides who have been responsible for war crimes in the territory of the former Yugoslavia.
