The 1996 Intergovernmental Conference (IGC) should be a crucial turning point for the future of the European Union. This seminar series examines the items on the IGC agenda, identifies priorities and suggests solutions for the revision of the Maastricht Treaty.

The first of four seminars examine, in turn, the questions of the distribution of powers between the Member States and the Union; the issues of democracy, accountability and transparency; enlargement and external relations; and the common foreign and security policy. The fifth seminar draws the previous debates together and endeavours to propose viable options for the revision of the Treaty.
