This is the first book-length study of the role that subnational states play in the regulation of the global economy, and it aims to reshape the political science subfield of international political economy.
Alongside his arguments about scaler transformations, Paul looks at how the processes serve transnatinal capital and how they work to construct the transnational capitalist class that currently rules the globe. His approach is 'regulationist', which stresses the centrality of state institutions in managing (i.e. 'regulating') the post-Fordist economy.
