The objective of this book is to consider Western Europe's and Japan's role in world and regional orders in relationship to the policies of the United States.

This work examines three fundamental issues: What are the basic rules of the new world to be? How are any rules to be strenghened and enforced? And what would be the relative weights of global rules and practices as opposed to regional regimes? The chapters include contributions from Japan, Great Britain, and France on the foundations of global order and its nature. This volume is the second in the series "Prospects for Global Order", a joint project on Japanese-European security concerns developed by the Royal Institute of International Affairs in London and the International Institute for Global Peace in Tokyo.
