This is the first full-scale and systematic treatment of the interactions of trade and new issues in a globalizing world. It surveys the history of the global trading system and analyzes each of the new trade issues in depth. Then it reviews the rationale for the new round of trade negotiations, highlights divergencies of views, and makes proposals for forging links between trade and new issues.
