Difficult-to-let sheltered housing is a matter of concern to Government, local authorities, housing associations and tenants. This study aims to examine the nature and extent of difficult-to-let sheltered housing, and to investigate whether it can be made more suitable for elderly people or other groups. The study consists of five main elements: an updating of the literature; a national survey of all local authorities and housing associations, and a sample of 50 small housing associations in England and Wales; case studies of four local authorities and four housing associations; consultations with the case study organizations; and a telephone follow-up survey of respondents to the main postal survey to obtain further details of initiatives to deal with difficult-to-let sheltered housing.
