The meeting was held in Georgetown, Guyana, from 3rd to the 5th September 1996. The participants were primarily judges from Commonwealth countries and from international and regional human rights tribunals. There were 30 participants, 20 from the Commonwealth and others from Africa, Asia/Pacific, Europe and North America.
