Examines corruption in Africa using the tools of public choice theory and recommends state reconstruction through democratic constitution. This work concludes that unless Africans provide themselves with institutional arrangements that constrain the state, corruption will remain pervasive and living standards will continue to deteriorate.

Unless Africans provide themselves with institutional arrangements that adequately constrain the state, but enhance wealth creation and sustainable development, corruption will remain pervasive and living standards in the continent will continue to deteriorate.
