Although most Russians accept the need for change in order to transform the old Soviet system into a domestically acceptable and internationally competitive modern society, Russia must still work with the old Soviet economic and industrial infrastructure inherited from the previous regime. The continued existence of industrial and administrative capacity means that Russia's reforms require not only reconstruction but deconstruction of the old order. This report examines the pressures for and against further reform in Russia and offers a prognosis for its success.
