Revises Arrow's paradox in collective choice. The author formalizes the idea of representativeness as the capabiliity of individuals to represent collective preference. The concept of representativeness is applied to studies of dictators, cabinets of dictators, and councils.

The proposed approach to the problem contributes to the substantiation of such an indirect way of realizing collective will as giving powers to elected representatives, used in all democratic systems.
