Using the State of Orissa as a case study, he considers their powers, organisation and functions and classifies these adjudicating bodies along new and logical lines. Highlighting the day-to-day functioning of administrative tribunals, he warns that the purpose of creating tribunals as substitutes for regular courts is fast being defeated by their tendency to be equally expensive and slow.
