Public Service Agreements (PSAs) were introduced in 1998 in order to establish clear objectives for key service improvements across government departments. This White Paper sets out the PSAs for all main departments for the period 2005 to 2008, including departmental key aims and objectives; outcome-focused performance targets; 'floor' targets highlighting particular areas of deprivation; and standards to ensure performance standards are continually monitored, even where previous PSA targets have been met or are about to be met. The PSAs reflect the Government's priorities and set out the planned public service improvements in return for the investment proposed in the 2004 Spending Review White Paper (available below).
